Here is an update with most recent impressive advances with the property taxes in The Meadows Castle Rock debt and our Metro Bond Property Tax as of 11/2025:

Metro bond property tax rates in The Meadows of Castle Rock will NEVER increase above 35 mills (which is very low for Colorado), and there will NEVER be any special assessment. But on the current course, this tax will never go away in our lifetime. Our push is to seek options to reduce or eliminate The Meadows Castle Rock debt amount, and improve the lifestyle in The Meadows. As we move forward, we will have more spending money for the community, we will have a more beautiful Meadows community, the property taxes in The Meadows Castle Rock CO should go down, and our property values should increase. These results are at no additional cost to any property owner. Just the efforts of those involved are making this happen.

1) Lottery Funds – We have identified over $1.1m+ in cash in multiple bank accounts, which is earmarked for “Lifestyle Improvement” projects. This is lottery funds money. MET 1 used some of their funds to help pay for the Butterfield Park upgrade, but the developer controlled accounts for Districts 2-7 have been accruing cash and sitting idle for many years. We would like to spend this money to improve The Meadows (TM) as soon as possible.

Some of the ideas we have heard include adding a pool(s) at Butterfield or The Grange, skate park, upgrading our existing parks/hiking & biking trails, adding benches on walking trails, donating money to the schools for playground upgrades, and other awesome ideas. Items cannot include maintenance items like fixing a fence or adding trees.

This money is doing us no good sitting idle in bank accounts, We are requesting your ideas and input. If you have any ideas, send an email to any metro board member for us to review and discuss. This money does not affect The Meadows Castle Rock Debt or property taxes in The Meadows of Castle Rock CO. It is a slush fund that we found to help improve the community.

2) Common Area Landscaping – There have been complaints from residents and The Town of Castle Rock about the landscaping in the greenbelt areas around TM. i.e., missing/dead/partial trees, no landscaping, landscaping is ugly and not aesthetically pleasing, etc. We agree and have been looking into it. This is solely a District 4/Master District issue, not an HOA issue.

Here is the problem: The developer gets $440k per year in operating income from our property tax revenue to maintain TM. They spend the least amount possible every year (about $200-250k), all remaining funds are transferred away from TM to the bond holders as interest income at the end of the year. In turn the bank accounts are wiped out with a zero balance, and the annual upkeep is not being done. MET 1, resident controlled for years, retains any unused funds that they receive, which is why they have operating cash in their account, and 2-7 does not.

Our response: MET 1 passed a resolution to fund $30k for landscape improvement with the caveat that every District in 2-7 pays the same amount for a total of $210k for 2026. Since the Developer still controls all of the cash at this point, we are working with them to ensure they fund $180k ($30k x 6 Districts) for improvements in 2026.

Next week we will begin working with the Town of Castle Rock and Developer to address this situation. If you have any landscape design experience and/or would like to help with this project, please let us know. We need some help with this item.

3) Flock Security System – This system of security cameras located around TM reads license plates to identify stolen vehicles, which usually leads to larger crimes. Information is relayed to the CR Police, who can follow the vehicles electronically as they drive around. When the vehicle comes to a safe stop, the police surround the vehicle and arrest the occupants, hopefully without incident like high speed chases. So far in 2025, the police have arrested people in 53 stolen vehicles in TM alone. WOW – Thank you CR Police!

To save HOA money and keep costs down, MET 1 has funded this item over the years and without support from the developer from their operating funds. For 2026, MET 1 has approved funding this $20,800 expense and has asked 2-7 to split the cost equally (1/7 each). We are working with the developer to fund that portion from the six other districts. 4) Board Update – Districts 1,2,3,6,&7 have all been formed with resident/property owner control. Now that the developer has effectively been removed, the boards are all talking on a regular basis (multiple times per week), and making great progress in a short period of time with improving TM, as noted above. The metro bond property taxes continue to get paid without any interruption from changing the board members from the developer to residents.

MET 5 (Commercial District) – After 7 months of work since the May election, we will take full control of this board within the next 30 days. We would like one more (or more) person(s) to assume the last vacant seat. We found a loophole to add board members, which was not disclosed to us before the election.

MET 4 (Master District) – The Developer has agreed to step aside and let it be resident/property owner controlled. There are a number of legal issues, which they put in place many years ago, so we could never take control of this district, that need to be unwound. i.e., no one is eligible to be on the board. They have hired a law firm to identify solutions. Developer is paying these legal fees. If you would like to be on this board, please reach out to a board member to let us know, while we discuss the transition options with the Developer.

After the Developer exits Districts 4 & 5, The Meadows Metro Districts will be solely run by the resident/property owners for the first time. This means we will control all of our own tax revenue for the first time ever.

5) MET 4 Annual Budget Meeting, 12/8, 5pm at The Grange:

WE NEED YOUR HELP AND ATTENDANCE.

The Developer will have their annual MET 4 Master District Meadows Metro meeting to discuss any issues and pass a 2026 budget. You are invited to attend and ask any questions you have. We would like the follow resolutions passed:

  1. a)MET 4 to fund $180,000 for landscape improvements in 2026 (6 Districts x $30k each).
  2. b)MET 4 to fund $17,828.58 for the Flock Camera Security System in 2026 (6 Districts x $2,971.43 each).
  3. c)MET 4 to retain any used operating funds from 2025 for future use, and not make additional interest payments on the bonds.
  4. d)MET 4 to pass a Resolution that all unused operating income beginning in 2026 and all future years be retained by the metro board, and not make additional interest payments on the bonds.

On the record we would like a commitment date from the Developer of when the Developer plans to leave Board 4 & 5.

5) Metro Bond Property Tax Update – After numerous requests over many months for the production of documents from Spencer Fane, we have NOT received the documents needed to accurately review our situation. Spencer Fane states they cannot be located. More specifically, we have not received any documents from 1987, 1988, and other requested documents for the issuance of the original bond in 1989. These documents lay the legal foundation for the original issuance of the bond and tax, which is necessary to evaluate the legal structure. Last month we received one document from Spencer Fane, a copy of the original 1989 bond which we had never seen.

Spencer Fane is the same law firm, which wrote the documents, made legal filings, negotiated with the Town of Castle Rock in the 1980s & 1990s, and facilitated the implementation of this tax from the 1980s to today. At the time they were named Grimshaw & Harring PC.

And they cannot find any documents that we have requested for the past few months.

We are considering our options.

6) Bank Accounts – After an exhaustive 4+ month investigation, we believe we understand the flow of cash, bank account numbers, their purpose, & where they are all located. Since this configuration is as complicated as our legal structure, we are not changing any banks accounts around and not changing the flow of cash to the bond holders. We want to ensure that there is no negative impact with any payment. Thank you, Gary !

8) Metro Bond Facts – The Meadows Colorado Debt has received a lot of unwarranted concern and negative press. The metro bond property tax has been in place since the 1980s, and property taxes in The Meadows are fixed at 35 mils, which is very low compared to other areas with an 8-12% tax rate.

There is a lot of misinformation about this subject floating around about the issue, like is it safe to buy, sell, or retain property in TM? The short answer is YES.
